How to Prepare Land for New Construction

The full sequence for turning raw or fire-damaged land into a build-ready site in Butte County — clearing, grading, drainage, and access.

Whether it's a rebuild lot in Paradise that's sat untouched since the fire, a raw parcel outside Chico bought specifically to build on, or acreage near Oroville being subdivided, getting land ready for construction follows a similar sequence everywhere. Skip a step or do them out of order, and it tends to show up later as a wet crawlspace, a driveway that washes out its first winter, or a change order from the framing crew because the pad isn't where it needs to be.

This guide walks through that sequence in order — clearing, grading, drainage, and access — along with the Butte County–specific issues that come up most, from fire debris on Ridge parcels to clay soil in the valley.

Step 1: Clear the site

Before anything else happens, the site needs to be cleared of vegetation, debris, and anything else in the footprint of the build and the access needed to reach it. On a raw parcel this usually means brush and tree clearing sized to density and slope. On a rebuild lot in Paradise or Magalia, it often means dealing with both regrowth vegetation and leftover fire debris — foundations, ash, and structural remnants — which have to be separated and handled differently than green waste.

This is also the point where keeper trees and features get flagged. Once the flags are down and confirmed with the owner and the builder, clearing proceeds — mulched in place where the material can stay, or cut, piled, and hauled where the pad needs to be completely clear of organic debris that could later decompose under a slab or footing.

Step 2: Locate pins and utilities before you cut access

Property corners, easements, and any existing utility lines need to be located and marked before heavy equipment starts moving dirt for real. On acreage parcels around Durham, Gridley, and Biggs where fence lines have drifted or property corners haven't been checked in years, this step alone can save a costly mistake — clearing or grading onto a neighbor's land, or cutting into a utility easement.

Step 3: Cut access before you need it

A usable access corridor has to exist before equipment, and later, framing crews, concrete trucks, and delivery vehicles, can reach the build site. On tucked-away parcels in Magalia or Forest Ranch, this sometimes means widening an existing driveway, brushing back the shoulders, and building a turnaround wide enough for a loaded delivery truck — work that has to happen early, not as an afterthought once the crew is already stuck.

Step 4: Watch the water before you shape the pad

This is the step most often skipped, and the one that causes the most expensive problems later. Wherever possible, walk the site during actual rainfall, not just on a dry day, and note where water enters the property, where it naturally wants to pool, and where it needs to exit. Fifteen minutes on the ground during a real storm tells you more than an hour of guessing on dry ground.

Valley clay soils around Chico and Durham drain slowly and hold water at the surface longer than granitic foothill soils, which changes how aggressively a pad needs to be crowned and how far downspouts and swales need to carry water away. Foothill and Ridge parcels with real slope have the opposite problem — water moves fast and can cut channels if it's not directed deliberately.

Step 5: Shape the pad

With the water pattern understood, the building pad gets cut and filled to the elevation the builder specifies, with positive slope away from the foundation area in every direction. This is precise work — the builder's plans call for a specific pad elevation, and getting it right the first time avoids the cost and delay of correcting it after foundation forms are already laid out.

Step 6: Build drainage into the site, not around it

Swales, rock-lined channels, and culverts should be planned as part of the site work, not added later as a patch once water has already caused a problem. On sloped Ridge parcels, this often means a rock-armored channel routing runoff from above the pad around the building area entirely rather than letting it sheet across. On flatter valley lots, it more often means making sure the pad itself is crowned enough that water actively moves away from the foundation footprint in every direction, even during a slow, soaking valley rain.

Step 7: Build and surface the access road or driveway

Once the pad and drainage are correct, access roads and driveways get base-rocked and compacted so they hold up to loaded concrete trucks and equipment traffic throughout the build — not just light vehicle traffic. This is also the point to build in any culverts or drainage crossings the access road needs so it survives its first winter under construction traffic.

Step 8: Verify before calling it done

Before handing the site to the builder, check the fall on the pad and drainage paths directly rather than assuming the grading matched the plan. A quick verification here catches problems while they're still cheap to fix — before a foundation is poured on top of them.

Coordinating with your builder

Site prep works best when it's coordinated directly with the builder's schedule and specifications rather than treated as a separate, disconnected phase. The site prep contractor needs the builder's pad elevation, setback requirements, and any utility trench locations before shaping anything. Getting that information early — rather than discovering a conflict mid-grading — keeps the project on schedule and avoids redoing work.

Common mistakes that cost money later

A handful of mistakes account for most of the expensive rework we see on sites that weren't prepped carefully.

  • Grading the pad before understanding how water actually moves across the site in a real storm
  • Leaving organic debris or stumps buried under fill instead of removed, which decomposes and settles later
  • Building access roads to handle light traffic instead of the loaded trucks a construction schedule actually brings
  • Skipping utility and pin location, resulting in grading conflicts discovered mid-project
  • Treating drainage as an add-on instead of designing it into the pad and access road from the start
